In Salem, Massachusetts, Hubie Dubois works at a delicatessen where he is despised by the majority of the population and frequently the target of practical jokes. He has long irritated Father Dave, Steve Downey, and Blake, all police sergeants. As the designated Halloween Helper, Hubie spends his Halloweens watching the city. The day before Halloween, Hubie meets his weird new neighbor Walter Lambert, and word gets around town that Hubie’s childhood pal Richie Hartman, a prisoner, has escaped from a nearby mental hospital.
Hubie, acting as the Halloween Monitor on this particular day, goes to Walter’s house after hearing unusual noises. He informs the authorities, and Downey “recruits” him as an auxiliary undercover unit (AUU). Steve tells Hubie this assignment in the hopes that it will stop Hubie from troubling him, but Hubie believes it to be true.
Hubie attends a neighborhood Halloween party to observe the proceedings, but things quickly go south. He is duped into searching for a lost child in a cornfield. Mike, a young coworker of Hubie’s, follows to frighten him. Mike is located, and he sees him being sucked into the maze before disappearing.
Hubie shifts his focus to a drive-in theatre, where he is frightened by his former classmates Lester and Mary Hennessey. When Mr. Hennessey was driving trick-or-treaters to hurl eggs at Hubie, they were misreported as engaging in suspicious conduct in one of the automobiles. Hubie runs away and encounters Walter in the woods, who believes he is transforming into a werewolf. He pursues Hubie to a scary attraction at Chantal Taylor’s fun fair. Sgt. Downey is informed about the kidnapping of Mr. and Mrs. Hennessey.
