Tokyo Vice focuses on the story of a young American journalist working as a crime reporter for the largest newspaper in Japan, where he reports on all controversies and political dramas including the ties between the police, shrewd politicians, and the feared Yakuza.

Jake is a highly ambitious journalist who is determined to establish himself and always hungry to expose the crimes and stand out eventually which is rathe fitting an aim to have in a place where everything that happens around goes unnoticed.

Then there is another detective, Hiroto Katagiri, frustrated police who is tired of the status he is supposed to keep up with. The yakuza is so dreaded and feared it is accepted at this point that no one can get rid of them and challenge their power, hence, the cops prefer to maintain the peace between these different gangs. Hiroto and Jake get into an alliance for doing some good within a system where it has been being sidelined and avoided in every way.

Jake is the first American reporter to work for such a large newspaper in Japan and the locals refer to him as Gaijin, meaning foreigner. An outsider who is accessible to them to the outside world acts as both limiting some of his accessibility and also at times leads him to unlikely situations. He can never mesh in but that acts as an advantage for him to be distinct as well. He tries to get the internal information from officers, if they ignore his questions they would still hang out with him as he could help them with talking to American girls. In such ways, Jake would extract information in between the lines.
