They team up since they were once the junior of the same corrupt officer and followed him whenever he did something wrong. They have now decided to make things correct. In Season 3, Cole and Harlee try to find the root cause of corruption in the Intelligence department, and Wozniak and Rasey attempt to cover everything. It seems like there is a battle between corruption and righteousness, and the same might be witnessed in Season 4.
